Participation Requirements
|
Cookie managers must complete training prior to troop participation. An ACH Authorization Form is also required if the troop did not participate in 2024 product programs or bank information has changed since then. Troops should refrain from submitting the ACH form if they participated in the 2024 cookie or fall product programs and banking information has not changed.
Girls must be registered for MY25 and in a troop that meets participation requirements. They must also complete a Cookie Permission Form.

Troop Training
|
Training is required for troops to receive their cookie supplies and to participate in the program. Online training is live in gsLearn and can be found by searching “634 Troop Cookie Manager Training 2025” in the content library. Cookie managers will receive a completion certificate once they complete the online training. The certificate should be provided to your service unit cookie team to receive program supplies.

Digital Cookie
|
Digital Cookie is the platform that girls will use to take Girl Scout Cookie orders, track purchases and deliveries, and establish a more direct digital connection with your most valuable customers, while Smart Cookies is the platform for their caregiver to enter and approve orders. The Digital Cookie team has been working diligently to enhance the Girl Scout and Troop Experience for this season. These enhancements were focused on stabilizing access to the database, data transfer between Digital Cookie and Smart Cookies, access to returning customers and the revision at checkout. BONUS! Venmo and PayPal have been added to the mobile app and required fields reduced. Check out 2025 Digital Cookie Experience for more information on these enhancements.
Troops and girls will get access to Smart Cookies and Digital Cookie January 8, 2025. Users must meet registration requirements before they receive access to the system. Troop uploads will occur every Tuesday and Thursday, and girl uploads will occur Mondays, Wednesdays and Fridays. This means if troops or girls meet eligibility requirements after the initial upload, they will be added following the scheduled upload days.

Cookies
|
Gluten-free cookies (pre-ordered by troops in October 2024) will be added to the troop's inventory after the Initial Order submission. This cookie will not be available for Girl Delivery or in-person orders during the Initial Order. Gluten-free cookies can be ordered via Direct Ship while supplies last and after the Initial Order.

Toast-Yay!® is retiring... but we are still saying “yay!” because it means 2026 will bring a new Girl Scout Cookie! Use the 2025 season as a last-call push promotion opportunity.

Initial Order
|
Girl Initial Orders are due in Digital Cookie by January 21. This earlier deadline ensures Girl Delivery orders are reviewed and approved or denied by caregivers prior to the troop entry deadline as caregivers have 5 days to review. Collect the total packages sold in-person by variety from each girl and submit your troop’s order by January 27. Early Recognition Orders are also due by January 27. Remember, any girl who achieves an Initial Order of 195+ packages by the deadline will earn a special panda clear crossover bag!
Some important reminders regarding the Initial Order:

Girl Delivered orders received and approved by January 21 are automatically imported into Digital Cookies and listed in the "presale" column.

These orders will show a green checkmark in the "Initial Order" column and should not be included in the "Inv" column of Smart Cookies to avoid duplicate inventory.

The troop is responsible for verifying and managing all inventory in the Initial Order.

Direct Ship orders are not part of the Initial Order as they are shipped directly to customers.

Caregivers can enter each girl’s Initial Order in Digital Cookie until January 21 (optional), reducing data entry for the cookie manager, but the troop must still review the orders.

NEW! Cookie Boss Patch Program
|
Girl Scouts can boost their cookie business skills by reaching out to corporate customers. Our new Cookie Boss Patch Program completes steps toward the cookie and financial literacy badges, and the GSHCC Rose Award. Participants will earn a Cookie Boss patch upon completing the program and submitting the form by March 19. Girls can register through our Activities page to complete the Cookie Boss packet.

Troop Inventory Exchange Pilot
|
GSHCC is piloting a new option for troops. This option will be available at select Cupboards only from March 11-16. Troops can exchange full, unopened cases of cookies for other varieties. Planned Orders will still have priority to available inventory; varieties available for exchange will vary by Cupboard. Inventory brought in for exchanges must be in sellable condition. Participating Cupboards are chosen by GSHCC, cannot be new Cupboards, and must have a history of maintaining accurate inventory.
